            家长参与学校管理和运作是学校成功和顺利发展不可缺少的一部分。 其中最重要的当属每个周日的家长值班制 也就是说家长们在校方, 家长会的安排下进行值班工作, 这项工作是保证学校维持低学费, 但进行高质量教学必不可少和重要的条件之一。

 

            过去, 我们许多家长积极参与值班活动, 履行了学校校章学生手册上阐明的责任, 为学校的工作作出了他们的义务和贡献。

 

            随着学校的迅速发展, 加上我们新搬入洛威尔高中的教学主楼里, 为了全体师生的安全, 为了更好地管理, 家长值班制对学校的运作变得益发重要。 经校方, 家长会批准, 学校从这个学期开始,对家长值班作出了如下调整。 这次调整的核心是使家长值班更具公平性, 并将责任更加具体化。 我们希望修改过的家长值班制将更好地更有效满足学校的运作需要。

 

            下面我们将以回答形式来说明家长值班制的主要内容。

 

 

1为什么学校需要家长值班制?

 

            是为了保持低学费, 又使学校教职员工能专注学校的教学和管理。 华大学校一成立, 就将值班制载入学校的校章里。

 

2新的家长值班制有哪些变化?

 

            A         有一个学生的家庭每年至少要参加一次值班, 每次值班的时间不超过两个

                        小时。

 

            B          有两个, 或者三个以上学生的家庭每年也应参加一次以上的值班。

 

            C          家长参加值班的时间应与该学生上课的时间相吻合。

 

3如何落实与协调这项工作?

 

            家长会理事湛瑞华女士将具体负责协调和安排这项工作。

 

4为什么在这个时候作这决定?

 

            随着学校的扩大, 学校对家长值班的需求在不断地增加, 因而家长会的值班协调工作也在不断地增加。 然而在部分家长不愿意参与或答应而不兑现的情况下, 学校值班工作的管理就变得异常繁复和困难。 我们有时候要花费大量的时间作反复的沟通和疏导。 我们知道我们个别的家庭星期天都是双职工在上班, 而个别家长坚持不参加值班却不能提供不参加可靠的依据。 对于这些家长, 我们要求支付$28 元。

 

 

5上述$28元金额是如何确定的?

 

            我们计算了如果家长有合理报酬的规定下, 加上值班活动运作的费用而由此订立出来的。

 

6如何实施具体方案?

 

            在明年注册表上, 注册表格上会增加�参与值班�或�支付$28元� 两种选择。 如果您选择了支付$28元, 您将可免去家长值班的义务。 如果您选择了�参与值班�, 并确实参与了值班工作, 您就完成了您或您家庭的值班义务。 如果您选择了�参与值班�, 而未能做到真正参与每学期的值班工作, 在下学期注册时, 您将被要求支付$50元罚款。

 

7哪些人有家长值班的义务?

 

            所有家长(父母之一为代表)应有义务。 学校的教职员工家庭除外。

 

8这是不是变相提高学费?

 

            不是。 因为如果大家都参与家长值班的话, 学费将没有任何变化,,但协调工作和活动会产生一定的费用。 如这一方面的收入将直接由家长会负责管理并作为家长会活动的经费。

 

 

9如何查询自己是否已经值班的情况?

            打开学校网站www.huadachinese.com 的通讯与联络版内家长值班公布表. 我们每星期都会把已经值班的家长用绿颜色表示出来.

 

Huada Chinese Academy Parent-on-Duty Program

            Parents� participation in the school�s operations and organization is indispensable. The most important part is the weekly Parent-on-Duty program. Parents will serve duty work under the arrangement of the administration and PTA. This type of work is a necessary condition for the school to require low tuition fees and provide high quality education at the same time.

 

            In the past, we have many parents participating in this event. They have fulfilled their responsibility, bind by the agreement in the student handbook, and gave their contribution to the school.

           

            As the school rapidly develops, the Parent-on-Duty program�s impact on the safety of all teachers and students, and the school�s organization increases as well. By the administration and PTA�s approval, the school makes the following adjustments, which are effective from this semester and beyond. These adjustments are instated to give parents a better sense of fairness in assigned duty work, and elaborate on the job descriptions. We hope that the revised Parent-on-Duty program will better suit the school�s operational needs.   

 

            We will discuss the Parent-on-Duty program in the following question/answer format.

 

1) Why does Huada need the Parent-on-Duty program?

            The Parent-on-Duty program allows the school to guarantee low student tuition fees, and allows the faculty to concentrate on teaching and management tasks. This program was instated since Huada Chinese Academy�s inception.

 

2) Why changes are made to the new Parent-on-Duty program?

A        Families with 1 student must attend Parent-on-Duty at least once a year. Service will be no longer than 2 hours.

            B          Families with 2 or more students should attend Parent-on-Duty more than once a year.

            C          Parents� duty hours should match their student�s class times.

 

3) How do I confirm or modify my Parent-on-Duty date?

            PTA member, Sarah Zhan, is responsible for all Parent-on-Duty arrangements.

 

4) What if I choose not to participate in Parent-on-Duty?

            As the school expands, the school�s need for duty work increases. Because there are still certain parents who are unwilling to participate or do not show on their assigned dates, the school�s duty work becomes burdened and difficult. We sometimes have to expend great time to repeatedly communicate the necessity of duty work. We know that some families have occupations on Sunday; however, some families who claim to not be able to serve duty work cannot provide good explanation or evidence. For these families, we request a $28 contribution.

 

5) Why is the $28 contribution necessary?

            The contribution is used to offset the extra operational cost required by the staff if a parent does not serve duty work.

 

6) How will you establish this policy?

            On next year�s registration form, the form will have an option for �participate in Parent-on-Duty� or �contribute $28�. If you choose to pay the $28, then you do not have to serve duty work. If you choose �Parent-on-Duty,� and you participate on your assigned date, then you have fulfilled your family�s contribution. If you choose �Parent-on-Duty�, and do not participate in any duty work throughout the school year, then you will be fined $50 when you register for the next school year.

 

7) Who is responsible for Parents-on-Duty?

            With the exception for the faculty, one parent from every student�s family is expected to be on duty.

 

8) Is the $28 contribution another way to raise the tuition?

No. If every parent participates in Parent-on-Duty, then the tuition remains unchanged and this generates a surplus. This will be handled by the PTA to fund Huada�s activities and events.

 

9) How do I check my Parents-on-Duty arrangement?

            Go to our website at www.huadachinese.com and click on �news and contact�. In one of the table on the page, we have the Parent-on-Duty Placement. We update this form every week and highlight parents who attended in green.
